Can a person who is not a team member see the Welcome Page?

I don't want them to be a team member yet so I don't want to add them in case they get denied being on the team.

Only registered users for the trip can see the welcome page. You might want to simply provide this welcome information via an email response as part of preliminary information about the trip.
